These two are easier than the map would have you believe.

Previous reports and directions are accurate. Driving range at southern point is now defunct and getting somewhat shabby-looking; I doubt anyone will care if you park in the lot next to the miniature-golf course (the whole property is up for sale if you're interested in owning a CHP - but read on). From there it's an easy stroll up the driving range to some earthwork behind the house and tower at the top; the highest spot in it is a pile with what looks like a telephone pole lying across it.

At the northern area, which has the shorter tower (microwave), the gate was wide open. Even if it wasn't, the access road is barely a few hundred feet long and you can leave the engine running while you hop on the rock pile. I agree that this is very probably higher, although the southern area has a better view, an expansive vista west and northwest over the Housatonic Valley.

Only thing to add is, if coming from the east (the Hartford area), you can get off I-84 at CT 322, which leads up a steep hill around Marion through some mostly residential neighborhoods and past a reservoir to the junction with CT 69 in Wolcott a mile south of the HPs. This allows you to skip the urban stop-and-go traffic in Waterbury.
