From the northernmost Cape May area (the one next to the power line), turn right back on Hunters Mill Road and follow out to paved NJ 49. Turn right and go over Cape May-Cumberland-Atlantic tri-county point at bridge to Atlantic County 666 heading off sharp left at major fork and go north on 666 several miles to end at Atlantic County 557 (Tuckahoe Road) next to railroad track. Turn left. Follow 557 for some distance, to its end at NJ 54 in Buena. Turn right and go on 54 north. Just past the Atlantic City Expressway (this is the exit to get off at if coming from Atlantic City or Philadelphia to this HP) turn left onto Second Avenue. Follow this west for a couple of miles through farms before it bends around to the right and becomes Fifteenth Avenue. Follow this a couple of miles north to the rail crossing, two blocks north of 561 as Mike said.

If you want a copy of the railroad timetable for this line, it can be found here. However I wouldn't worry too much about it. For one thing, you can see a couple of miles down the track in either direction; for another there's plenty of room to walk on the sides. The crest in the track is obvious from the gravel pullout at the junction.

For the northern area, look for a rude path with a couple of hacked branches for blazes going up the heavily wooded embankment slope. At the top, it leads out to a sandy, old ATV track that leads a hundred or so feet more to a large clearing where some small dunes vie for the title of highest ground.

The southern area is right at the top of the even-steeper embankment. Once you have made the climb you are on the highest ground but I don't think it's truly competitive with anything to the north.
