It is sad that the historic county of Thomas Jefferson should have such an undistinguished high point - both in the name Big Flat Mountain and its stunningly truthful depiction of the terrain. It is located in Loft Mountain Campground off Skyline Drive in Shenandoah National Park. I thought the high point was actually in Site #G154 (it's definitely not in Site #G159), although Site #G124 on the opposite side of the water tank enclosure is just about as high. The exact number of the site is important because one navigates the maze of campground roads by following signs that indicate the numerical range of sites accessed by each fork; if you always take the fork with the range that includes #G154 you will reach the right spot with the least amount of fuss.
