From the junction of VA 337/239, west of the Jordan Toll Bridge, go south on 239/Victory Boulevard 1/4
mile and park in the visitors lot of the SPSA (Southeastern Public Service Authority of Virginia) facility
that burns refuse to generate power. The hill shown on the map is at the rear of the facility,
accessible on foot. It predates the power plant, and may be natural.
