Came in from the south since I prefer the trail and it is no farther or higher this way. There are rumors that this road is closed just before the fishing season but I do not know this for a fact.

From I-81, Exit 283 (Woodstock), go west on VA 42 toward Columbia Furnace. Go 5.3 miles and turn right onto VA 675. There is a small sign for Wolf Gap but you have to look for it. Cross Stoney Creek on the bridge in 1/10 mile and turn left at the stop sign (still on 675). In 3/10 mile, turn right onto SR608. This is a small road and possible to miss. In 2.4 miles, turn left onto gravel FR92. This winds a bit but it otherwise a good road. In 3.5 miles after the turn, turn left into the small (6-8 cars) parking area.

If you come from Wolf Gap, go south on SR 675 for 1.4 miles and turn left onto FR 92. It comes on you sort of suddenly, so pay attention. Take FR92 for 3.7 miles to the parking lot on the right.

From the parking lot, take the yellow blazed trail across the gravel road for 3.3 miles to the top of the hill and turn left onto the Tuscarora Trail (blue blazed) for 0.6 mile. Meet Mill Mountain Trail (orange blazed) and take this left to the top of the rise.

The old tower sight is not the highest point. The highest point (in my opinion) is behind the thicket to the north of the tower site. Go back to the Mill Mountain Trail and go north about 50 yards then bushwhack around the back of the thicket until satisfaction is received.
