Agree 101 %.

The fact that less than 100 folks live there, fewer
than the leper county, tells us a lot:

I can see how someone might think the climate is OK
if they averaged things out over long enough time
periods.

But the so called scenery makes you want to stab out
your eyes. Should be in the bottom third for sure.

That said, I'd pick Loving over the ones in eastern
North Dakota that the washingtonpost ranks near the
bottom. Could not hack the ND winters.

And if they included AK I'd pick something like
Bristol Bay Borough for the loser county.
No mountains, shopping or sunshine.
