What I have read is that some rich person owned that property, and for some reason, maybe generosity, maybe tired of running a timber plantation, maybe inheritance taxes or the opportunity to trade ... that rich person gave it to the Federal Government. It is sounding like making it a National Monument was part of the terms of the giving.

So the locals don't directly first order have cause to be incensed.
The follow-on effects could be incense worthy: it takes the land off the county property tax rolls, costing the locals that tax revenue. And they may have reason to be unhappy with how the new owner (technically "us", but in practice bureaucrats in WashDC) manages the property and what they allow locals to do with it.

She couldn't get Baxter because the late Governor Baxter did not want the federal government controlling his park and put in numerous trusts to keep the federal government from being able to ttake it or alter his vision of how the park should be run. So barring that plan, monument status came next because it can circumvent the legislative and state levels.

I'm neither a dem or republican, and I very much dislike the way that Baxter State Park is run because I find it very user unfriendly. But I'm not a resident of Maine, and I respect the wishes of a man who bought and assembled one of the greatest state parks in the country. What I see happening is a group of people who won't take 'no, you can't have this park for your national park system' for an answer, and will use this as a stepping stone to try and take away BSP from state control through any political means they can. With the current state of the national park service and how poorly they are funded, you cannot convince me that the federal government would do a better job keeping the Katahdin mountain range safe, clean and accessible than the state does.

I am a resident of Maine and I very much respect the wishes of both Percival Baxter and Roxanne Quimby.
Roxanne Quimby had no (let me repeat that) she had NO designs on acquiring Baxter State Park and turning it over to the federal government. In fact she donated a parcel including Katahdin Lake to Baxter Park several years ago. A parcel that Governor Baxter had wanted to be part of the park but had not been successful in acquiring. What Roxanne has done is very nearly the same as Baxter did many years ago. She bought the land and donated it for the purpose of a National Monument to be enjoyed by people forever, including setting up an endowment to defray costs of operating it. I have spent many days in what is now the Maine Woods National Monument and it is a very special piece of (somewhat) unspoiled northern forest. It has a rich natural, historical and geologic history that makes it  a worthwhile Monument.
Nobody in Maine ((or Washington, I suspect) has made one single statement to the effect that Baxter should be  included as part of a National Park or Monument. I don't know where you got that from but it was not from my state.

Washington mountaineering legend Fred Beckey (born Jan. 14, 1923), recognized unofficially with more first ascents than any other person, is 93 years old, and he is still climbing.

I don't believe that. The goal is turning it into a national park. They can say whatever they want publicly, but that's the end goal. I'll look back on this group message 20 years from now when we have the 2036 state highpointing convention in Katahdin National Park.

Convention activities went on pretty much as scheduled, except that the Club powers-that-be demonstrated once again their complete inability to handle a banquet.  They brought some older guy up to the front to lead the 280+ people in the Pledge of Allegiance and the invocation.  He took almost a half hour to do that, rambling on with political and religious lectures and inaccurate history while people were getting hungrier.  There may be one or two people besides me who like to eat dinner before 8 p.m., but club leaders don't seem to realize that.  In addition, the unfortunate people from the caterer who were waiting to do the serving had to stand around for a long time.  For me, this was the last straw, and it will be my last convention.  I may show up at the convention site to participate in non-convention activities, but I'm done with HP Club conventions.  I am currently undecided about letting my Club membership lapse, but I may be done with the Club also.

I understand your point on the dinners.  We've always taken our kids, and some years are better than others, but the way they do one or two tables at a time makes for a long wait for the kids.  Some tables do always wind up getting their food pretty late.  I didn't attend the Maine Konvention, but joined the group county highpoint trips to tackle some of those tough ones that I wouldn't get on my own, plus the hunting preserve in New Hampshire.  We do like the people, so we pay whenever it is a highpoint we can do, but lately the western conventions are too technical for the wife and kids (WA, OR, MT).  At least we are looking forward to Massachusetts, Arkansas, and hopefully a northern Midwest state.
