The worst that can happen in NJ would be a significant snowstorm that might close High Point State Park, in which case one would have to walk in from the highway on the park road, about 1.5 miles each way. If weather is not an issue, High Point is a drive-up (minus a very short walk from the parking area just below the summit). Admission is free from Labor Day to Memorial Day. Others can better speak to RI and CT.

I attempted the CT highpoints in a really compressed time span (I was in
the state for <72 hours for a friend's wedding). Winter access to Frissel
was from the north (MA) and was a little slick in places but I made it to
the parking area just fine in my rental car. I ended up scrapping the plan
at Frissel since I didn't bring snowshoes with me and a fairly large storm
had dumped about a foot and a half of snow. I didn't think I'd be a very
good dancing friend after a few miles of postholing...

Since my plan to do the wedding and all eight high points in the trip was
foiled, I spent more time with my friends and their families the day after
the wedding and didn't go to Burley Hill either.

Guess I'll have to go back and get those two sometime soon-ish...
