Here's a link to a nice interactive map showing a few, but not all, of the proposed nat mons for the western USA. Imagine if counties could be created by proclamation. Yikes.

Not all National Monument designations involve new public lands or change
of ownership. The Berryessa Snow Mountain National Monument north of San
Francisco simply provides for comprehensive integrated management and
planning for 331,000 acres of existing federal lands belonging to BLM, and
Dept of Interior (National Forests and Wilderness). It does however
prevent any further mineral or mining leases or land sales.

btw, the high point is Snow Mountain, already a county high point.
