Based on Mike's reply, the page in question is antiquated and requires java. I don't think it is just Chromebooks (which have now been my primary desktop OS for about three years and I absolutely love!) but the Chrome browser itself that no longer supports java (not to be confused with javascript) because of all the security concerns. If you have problems accessing Java applications using Chrome, Oracle recommends using Firefox, Internet Explorer or Safari instead.

I'm not sure what this feature does exactly, but if it's just measuring distance between two points I would suggest using http://caltopo.com http://caltopo.com (just right click on a spot to bring up the contect menu), google maps, or Acme Mapper. These all work just fine on Chromebooks and CalTopo in particular is very full featured, almost on par with some desktop Windows applications like Expert GPS.

Perhaps someone can explain how to do this. mapper.acme.com brings up Acme Mapper 2.1 and I can't find any distance option

Mark at least two points on the mapper, then click on "markers" in the box that appears in the lower right-hand corner of the map. You will see a listing of all marked points and the distance from the current position of the cursor to each of the listed points. Select "options" before going to "markers" to choose between displaying miles/feet or kilometers/meters.
